Huntley Officials to Consider Referendum Aimed at Getting Better Price on Electricity

The Huntley village board meets tonight to discuss issuing a referendum in March asking voters for authority to buy electricity at a negotiated group rate.

An Illinois public act allowed villages and cities to combine residential and small commercial retail accounts and buy electricity at a negotiated group rate. There are two ways to accomplish this: an opt-in or opt-out program.

An opt-in program would include only customers who choose to participate in the program and does not require a referendum, village staff said.

The opt-out would be provided after bids are received and the rates and supplier are identified and this option would require a referendum, staff said. The ballot question must read: “Shall the Village of Huntley have the authority to arrange for the supply of electricity for its residential and small commercial retail customers who have not opted out of such program?”

An opt-out program has the greatest number of customers and would give the village a greater ability to negotiate a better rate.

Village staff is asking the board for direction on which program trustees would prefer. If the board decides to go to referendum, it must pass a resolution to seek a referendum by early January.
