The SWAT team didn't make the arrest. The suspect was able to elude the Investigative Unit and the Intelligence Unit. He some how evaded the surveillance area. He was caught by a plain old road deputy later in the day. This arrest was another example of incompetence, it is not something that the Sheriff be boasting about. Here's a question, why wasn't every available resource used when Pyle went on the lamb after he was tipped off that the State Police had an arrest warrant?
